This chapter is a selection of characteristic examples of broadband projects created by some form of public participation in different countries in Europe The case studies differ by the business models, products and services provided, the models for public participation and the underlying technology The rst example is Stockholm municipality s dark ber network Although many metropolitan ber networks have been built worldwide, it is not typical that the project becomes pro table after ve years, as in the Stokab case In the next example, FastWeb is an alternative Italian broadband telecommunications company offering Internet, voice, broadcast TV and video-on-demand services over a single connection In Milan, the city where it started, it utilizes the dark ber network infrastructure created by Metroweb, a joint venture with the local utility AEM The telecom infrastructure deployed by Endesa in some Spanish cities like Zaragoza or Barcelona is based on different technology, namely on power line communications (PLC) Field trials have proven the feasibility of building PLC-based community network infrastructures Another technology alternative to ber is satellite, which has been proven as a viable solution in the South West region of Ireland Finally, a special form of public participation is demand aggregation which, according to the UK experience outlined in this chapter, seems to be an ef cient way to solve the public sector s broadband needs by aggregating the demands and consolidating the physical networks into a single purchase

A high visibility project in Europe is the Stockholm example The government of the city created an optical metropolitan infrastructure and is selling the capacities to telecom and other companies The main product the city is selling through a publicly owned company, Stokab, is dark ber Stokab, 100 % owned by the city of Stockholm, owns the network and is also the entity contracting customers In addition, Stokab also operates a transport network for data and telecommunications to the City of Stockholm and its own enterprises and companies This is the only instance in which Stokab plays the role of an operator, otherwise it is operator and competition-neutral, providing ber optic connections to all service providers at equal terms The Stokab network covers most of central Stockholm, and is expected to cover Stockholm County with an area of about 6500 km2 5600 km of cable was laid down, with over 1 200 000 ber kilometers [1], see Figure 161 Stokab is now entering a new phase of development, focusing not only on continued extension of the network but also on ensuring optimal use of the infrastructure This is being carried out in collaboration with various stakeholders, such as property owners, operators and service providers An example of such cooperation is the municipal housing corporation
